I hate to beat a dead horse but pfsense would be perfect for you. Pfsense does load balancing/failover extremely well with uneven connections. I seriously recommend taking a look into it. Depending on what you use the UTM for you might be able to replace that as well. There are some pretty serious packages available for pfsense.
